Head of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr)
In 1996 Oleg Skufinskiy graduated from Voronezh State Agrarian University named after K. D. Glinka, in 2000 – finished postgraduate studies. Ph.D. in Economics.
From 1998 to 2002, he held various positions in the Ministry of Land Policy, Construction and Housing of the Russian Federation, the State Committee of the Russian Federation on Land Policy, and the Federal Land Cadastre Service.
From 2002 to 2012, he worked in commercial companies, dealing with issues of territorial planning, land and property management, development of information systems, and real estate taxation.
Since December 2008, he was the Chairman of the Committee on Entrepreneurship in the Real Estate Economics of the Chamber of Commerce and Industry of the Russian Federation (CCI of Russia). Since 2011, he was a member of the Board of the CCI of Russia.
In 2010-2012, he was the Chairman of the Public Council of the Federal Service for State Registration, Cadastre and Cartography of the Russian Federation (Rosreestr).
From 2012 to 2013, he headed the Expert and Analytical Center for Real Estate Economics of the National Research University Higher School of Economics.
Since 2012, he was a member of the Working Group of the Economic Council under the President of the Russian Federation in the field “National Business Initiative”. He headed the Working Group “Optimization of Property Registration Procedures” of the Agency for Strategic Initiatives (ASI). He participated in the formulation of ASI roadmaps: “Development of Competition and Improvement of Antitrust Policy”, “Improvement of Evaluation Activities”. He was a representative for property rights, cadastre and land relations of the Business Ombudsman under the President of the Russian Federation.
From 2013 to 2015, he served as Deputy Minister for the Development of the Russian Far East.
Since 2015, he was Deputy Head of the Secretariat of Deputy Prime Minister of the Russian Federation and Presidential Plenipotentiary Envoy to the Far Eastern Federal District.
Since 2018, he served as Deputy Presidential Plenipotentiary Envoy to the Far Eastern Federal District.
By order of the Government of the Russian Federation №55-r of 22.01.2020, he was appointed Head of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr).
He was awarded certificates of acknowledgement of the President of the Russian Federation and the Government of the Russian Federation.
Active State Adviser of the Russian Federation, 2nd class.
He is married and has three children.
